A portion of Outlot A and all of <br />Outlot D will be consolidated into a new 20.7 acre parcel via an administrative subdivision, to be <br />reviewed by the City Council. <br /> <br />Land Use Amendment and Zoning Change <br />Outlot D is currently zoned C3 (Highway Commercial), and guided for Highway Business. The <br />applications include a proposal to rezone and reguide the property to BP and Light Industrial, <br />making the proposed data center a permitted use (telecommunications center). However, above <br />ground storage tanks are a conditional use, requiring additional review. It does not appear that the <br />proposed changes to the land use map and zoning map are solely to change the rules to suit a <br />particular use. The changed are appropriate to serve a large land use that was not contemplated at <br />the time the zoning and land use maps were developed. The proposed changes do not create a spot <br />. zoning instance, and are consistent with the predominate land use of the area.
