City Council Minutes
January 16,2007

Page 6

Rich Schultz, 19173 Zane Street-Stated he is in favor of the project but is opposed to the
cluster mailboxes. He asked for more stop signs. He requested sidewalks be reduced to 4' to
reduce the assessment cost.

.

Mr. Maurer explained how studies show that stop signs don't reduce speed in a
neighborhood. He stated as this project moves forward, staff will meet with the Police
Department to assess safety needs in the area. Staff will also meet with residents to discuss
concerns such as drainage at the scheduled walk-through.

Erica Williams, 19163 Xavier Street-Stated the sidewalks should not be placed on Xavier
Street.

Aubre Dockter 11160 191 st Avenue-Stated she would like sidewalks but would like them at
the 4' size.

Laura Hopkins, 11172-Stated she wasn't sure she liked sidewalks ending on her property
and wanted them to continue further.

Mayor Klinzing closed the public hearing.

Councilmember Gumphrey questioned barrier versus surmountable curbs.

Mr. Maurer stated snowplow drivers can navigate along barrier curbs easier as the curb will
stop them and they won't plow up the grass.

Councilmember Motin stated he favors the project. He stated he would like staff to look at
the sidewalks and determine if there are areas where they can be moved closer to the street.
He stated neighborhoods are safe with sidewalks, especially with young kids and
inexperienced drivers. He stated he is in favor of sidewalks shown in Mr. Maurer's
presentation as a black line.

.

Councilmember Farber concurred with Councilmember Motin. He stated he is not in favor
of the cluster mailboxes.

Councilmember Gumphrey concurred with Councilmembers Motin and Farber. He stated
he would like staff to work with Mr. Runion on the approach to his property. He also would
like having the sidewalk connect to 193rd Avenue.

Mayor Klinzing concurred.

Councilmember Zerwas concurred. He asked staff to look at the possibility of installing 4'
sidewalks. He questioned if the sidewalk could be installed adjacent to the road.

Mr. Maurer expressed concern with the 4' sidewalks. He stated there will not be a savings to
property owners and they won't be happy with the sidewalks in the long term. Mr. Maurer
stated snowplows would load the sidewalk with snow if the sidewalks were placed next to
the road.

Mayor Klinzing stated it would not look aesthetically pleasing to have the sidewalk and the
road together.

.
