<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />December 11, 2006 <br /> <br />Page 3 <br /> <br />Counci1member Motin asked if the spectator space that is desired would be for bleachers or <br />simply space for chairs or standing. Councilmember Dietz stated he felt that that at least <br />some bleachers or space for chairs would be adequate. Mr. LaSalle stated that bleachers <br />would create a whole new level of liability, and felt that space for chairs would be adequate. <br />He stated that the goal would be a system that works for everyone. <br /> <br />MOTION BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER DIETZ TO APPROVE THE MEMORANDUM OF <br />UNDERSTANDING BETWEEN mE YM~ mE CITY OF ELK RIVER, AND <br />mE ECONOMIC DEVELOPMENT AUTHORITY. MOTION CARRIED 3-2. <br />Councilmembers Farber and Motin opposed. <br /> <br />Counci1member Farber stated that he is not opposed to the YMCA. and feels it is a great <br />organization, but that that he has philosophical differences they will need to agree to <br />disagree on. <br /> <br />Mr. LaSalle asked how the EDA and City Council will participate in the process, since there <br />are four counci1members serving on the EDA. Ms. Johnson stated that the EDA will be <br />issuing the bonds, and that the EDA and City Council will jointly approve the lease. The <br />City Parks and Recreation Department will be involved in the design that will be approved <br />by the City Council. <br /> <br />5.2. Council Open Forum <br /> <br />7.
