<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Existinq Private Utilities <br /> <br />Private utilities that have facilities in or near the project area will be notified of the project <br />and requested to incorporate repairs and replacements with the project as needed at <br />their cost. Private utilities include Elk River Municipal Utilities, Qwest, Center Point <br />Energy, Charter Communications, Great River Energy, Northern Natural Gas, Northstar <br />Access, and Sherburne Telephone Systems. <br /> <br />V. PROPOSED IMPROVEMENTS <br /> <br />The proposed improvements for the 2007 Deerfield 3rd Addition Reconstruction Project <br />include street and storm sewer construction. A detailed description of each proposed <br />improvement is provided below. <br /> <br />Street <br /> <br />The proposed typical section for the streets in this project will be in accordance with the <br />section adopted as part of the Pavement Rehabilitation Report with the exception of the <br />aggregate base thickness. The proposed street section consists of a 28 to 32 foot wide <br />street with concrete curb and gutter. The section generally mimics the existing <br />pavement width plus the width of the proposed curb and gutter. One exception to the <br />section listed above is Dodge Street where the width of the existing street will be <br />retained. <br /> <br />The proposed pavement and subgrade materials for all the streets consists of 12 inches <br />of select granular borrow, 8 inches of Class 5 aggregate base, 2 inches of bituminous <br />base course, and 1.5 inches of bituminous wear course. The proposed street section <br />has been verified by a geotechnical investigation. The geotechnical evaluation <br />performed by Independent Testing Technologies concluded that a 12-inch subcut of the <br />existing silty sand will be necessary to achieve a 9-ton design. The material within the <br />subcut area will be replaced with 12 inches of select granular borrow. The proposed <br />street section is shown in Exhibit 6. <br /> <br />In accordance with City Council direction to construct pedestrian facilities with new street <br />construction, the proposed improvements also include a 6-foot wide sidewalk located on <br />one side of each of the streets within the reconstruction area. With a 32-foot street width <br />there are numerous locations where retaining walls will be required in order for the <br />proposed sidewalk to fit adequately with existing grades. A 28-foot street section was <br />also considered which alleviates some potential retaining wall locations. <br />During final design, locations where sidewalk may not be feasible will be considered <br />further. With the proposed sidewalk improvements, a connection to an existing sidewalk <br />location will be made at Dodge Street. Proposed street and sidewalk locations are <br />shown in Exhibit 7. <br /> <br />As with the previous street reconstruction projects, the 2007 Deerfield 3rd Addition <br />Reconstruction Project proposes to have Elk River Municipal Utilities install decorative <br />street lights in accordance with their lighting policy as part of the project. <br /> <br />4 <br />
