<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />En . eerni December 18, 2006 <br />Item Description <br />Deerfield 3rd Addition Street Reconstruction 1m rovement <br /> <br /> <br />Introduction <br />The City Council ordered the feasibility study for the reconstruction of the Deerfield 3rd Addition <br />streets on October 2, 2006. That feasibility study has now been completed. <br /> <br />Discussion <br />An informational meeting was held with the residents of the Deerfield 3rd Addition on December <br />5, 2006. In the feasibility study's appendix is the informational meeting presentation, a sign-up <br />sheet of property owners, and minutes of the informational meeting. As you might expect, the <br />biggest issue at the information meeting was whether or not sidewalks are needed on all streets <br />and where they would be located. This will be a controversial issue in this development, given the <br />topography of the area. Since many of the driveways are relatively steep, a sidewalk cannot be <br />placed on some sides of the road because it makes already steep driveways unbearably steep. <br />There was also some discussion regarding the original construction of the Deerfield 3rd Addition <br />and the problems dealt with over the years with the original developer. <br /> <br />The next step in proceeding with this project would be to accept the feasibility study and order <br />the public hearing. The attached resolution orders the public hearing to be held on January 16, <br />2007. <br /> <br />Financial Impact <br />As with previous street reconstruction projects, the City will have a significant contribution to the <br />cost of the street and storm drainage. Due to the fact that the original construction of the <br />Deerfield 3rd Addition did not have a significant storm sewer component so that the storm sewer <br />system will need to be built with the street reconstruction and the fact that the native soils will <br />require a i-foot sub cut and sand fill replacement, approximately 75 percent of the cost will be <br />funded by the City.
