H the project comes lower than that, the <br />City will get closer to its goal of assessing 33 percent and funding 67 percent. <br /> <br />Q: Why isn't it proposed to replace the 4-inch watermain in front of St. Andrew's <br />School? <br /> <br />A:. We will pose that question to the Elk River Municipal Utilities. They have given us <br />the input on the water improvements presented this evening. <br /> <br />Q: Sidewalks are not necessary within the looped streets east of Irving Avenue? <br /> <br />A:. We will present that comment for Council consideration. <br /> <br />Q: Will speed bumps be considered? <br /> <br />A:. The Council has authorized a committee of staff members to work on a traffic- <br />calming policy which will be presented back to the Council sometime after the first <br />of the year. Any approved traffic calming devices will be considered in the final <br />design. <br /> <br />Q: Are school buses causing the wear on the road? <br /> <br />A:. School buses do cause more wear and tear on the roads than the normal passenger <br />car, however; the condition of the toads in this area would be considered already <br />failed. <br /> <br />Q: What is the life expectancy of the newly constnlcted road? <br /> <br />A; The street will not be reconstructed in anyone's lifetime in this audience. During <br />the life of the street, there will be a need to do minor maintenance such as <br />sealcoating and crack sealing, and some points during the life of the road, possibly <br />20-25 years out, it may need to be milled and a new top surface put on. <br /> <br />Q: Will the property values increase with the assessment of the project? <br /> <br />A:. We have informed by Sherburne County Assessor's office that there is no direct <br />correlation between a property receiving an assessment and an increase in the <br />property value. <br /> <br />Q: Can driveways be made wider? <br /> <br />A:. Yes, but we will not violate any of the City ordinances relative to the overall width <br />or setbacks from property lines. Also, if your driveway is 15 feet wide and you ask <br />for a 30~foot Wide opening, we will require some kind of documentation that you <br />actually intend to wide your driveway so that we don't end up with a wider driveway <br />opening that is never actually used. <br /> <br />Q: Will access to garage/shed from a comer lot on the side street be continued after <br />the barrier curb is placed? <br /> <br />A:. Yes, if access is currently being used from both streets on a comer lot, we will <br />provide driveway access at both locations. <br />
