<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Administration December 4, 2006 <br />Item Description <br />Authorization to Hire City Clerk and Direction to Fill Executive <br />Secreta IDe u Clerk Position <br /> <br />Item Number <br />7.4. <br />Prepared by <br />Lori ohnson, Ci Administrator <br />Reviewed by <br /> <br />Introduction <br />At the November 20, 2006, City Council meeting, the City Council accepted the resignation of Joan <br />Schmidt as City Clerk effective December 31, 2006, and directed me to fill the position, giving the fIrst <br />opportunity to any internal candidates who qualify. <br /> <br />Discussion <br />I am pleased to inform the Council that Tina Allard, Deputy City Clerk, qualifIes for the position and has <br />accepted the position of City Clerk contingent upon Council approval. <br /> <br />Ms. Allard has completed the three year municipal clerk's certifIcation program sponsored by the <br />Minnesota Clerks and Finance Offlcers Association and the University of Minnesota. She will receive her <br />designation as a Minnesota CertifIed Municipal Clerk next spring. Tina initially came to the city through a <br />temporary staffIng agency to f1ll a receptionist position. The city hired her full-time in February 1998; she <br />progressed to secretary, executive secretary, and eventually deputy city clerk during her eight plus years of <br />employment with the city. Tina has a considerable amount of experience with licensing, elections, <br />records retention, minute taking, and the administrative aspects of city government. <br /> <br />The 2007 pay range for the city clerk starts at $58,565 with a maximum pay of $68,900. I am <br />recommending that Tina start at Step A of the city clerk range and move to Step B ($61,149) after nine <br />months of employment. Tina currently earns $51,626 per year. <br /> <br />Finally assuming the Council approves this promotion, it creates a vacancy in the executive <br />secretary I deputy city clerk position. It is important to have a deputy city clerk designated to sign <br />documents and perform duties in the absence of the city clerk. Tina and I are recommending that this <br />position be filled internally.
