City of Elk River
REQUEST FOR COUNCIL ACTION
Agenda Section Meeting Date
Truth in Taxation December 4, 2006
Item Description
Bud et Amendment to Fund Part Time Recreation Assistant

Item Number
5.l.

Prepared by
Bill Maertz, Parks and Recreation Director
Reviewed by
Lori ohnson, Ci Administrator

Introduction
On September 11, 2006 the City Council approved the creation of a parks and recreation administrative
coordinator position. Responsibilities of this position include Pinewood finances, Recreation Division
fInances, grant writing, recreation programming and assisting the Director with project management.
This position was filled internally by promoting one of the two part time recreation assistants. This has
caused a 24 hour per week deficit at the recreation assistant position. The recreation assistants are the
primary customer service people and serve as front desk receptionist at Lions Park Center, answer
phones and handle the majority of registrations. Unlike City Hall, Lions Park Center does not have any
back up clerical staff.

Upon review of the staff report requesting this position, it has become apparent that staff did not
adequately communicate that the creation of a full time position, along with the internal hire, would
require a replacement for the part time recreation assistant position.

Discussion
Staff has prepared four different options with varying degrees of budget impact. Options two, three and
four will have impact on customer service.

Options
1. Replace part time 24 hours per week Recreation Assistant.
2. Hire 12 hour per week Recreation Assistant to give phone and front desk coverage to 2:30 PM each
day and have professional staff cover phones and front desk from 2:30 to 4:30 each day.
3. Budget funds to have the existing 20 hour per week recreation assistant to work an additional 5 hours
per week in order to work till 1 :00 PM each day.
4. Do not replace recreation assistant and have the marketing coordinator, recreation coordinator and
administrative coordinator cover phones and the front desk 24 hours per week.

Financial Impact
2007 Budget Impact
Options
1 $21,000
2. $11,000
3. $5,000
4.0

C: \Documents and Settings \ tallard\Local Settings \ Temporary Internet Files \ OLKF\Rec Assistant.doc
