The Parks Commission recommended the trail connection in that <br />location to access the property to the south and have internal connections in that area, the Park Plan <br />shows this connection. A trail connection should be provided to the west. <br /> <br />Sidewalks - A sidewalk is shown on one side of the street, which does connect to the proposed trail <br />along County Road 40. <br /> <br />Utilities <br />Water and Sewer - City water is not presently available to serve this development. The development <br />to the north (River Park) will be providing service to this proposed development; until that time this <br />site will not have access to city sewer and water. In order to approve this development, it will be <br />necessary to provide documentation that sanitary sewer and water will be available from the River <br />Park development. The City Engineer's memo dated November 8, 2006 addresses these issues. <br /> <br />Grading/Drainage <br />Drainage calculations have not been submitted at this time. Two ponds are located within the Xcel <br />Energy easements, authorization from Xcel Energy is necessary. <br /> <br />Landscaping <br />Buffer - Landscaped screening is shown along County Road 40 consisting of Maple, birch, crab and <br />evergreen trees, along with various large shrubs. According to the Screening Ordinance, "lots along <br />collector or arterial streets shall be screened with a 1S-foot easement area for landscaping. Screening <br />shall be accomplished by a combination of earth berming and planting." An earth berm of an <br />undulating height of 2-4 feet should be installed on Lots 8-12 Block 1, and Lot 14, Block 3. The <br />general screening should be planted in a more grouped order, providing variety in color, texture, and <br />density. <br /> <br />Street Trees - The Landscape Plan submitted shows two trees per interior lot and 4 trees per comer <br />lot, meeting minimum landscape requirements. <br /> <br />Planning Commission Recommendation <br />The Planning Commission held a public hearing on these items on November 14, 2006 and <br />recommended approval as presented. The Commission had some concerns with the 50 foot trail <br />between Lots 13 and 14, Block 3 when a trail along County Road 40 is just three lots away. The <br />applicant expressed the same concerns. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the rezoning from R1d to R1c excluding Outlots A <br />and C for property located at 18776 Cleveland Street NW. <br /> <br />Staff recommends that the City Council approve the proposed Preliminary Subdivision to create 38 <br />lots and 3 outlots for property located at 18776 Cleveland Street NW, subject to the following <br />conditions: <br /> <br />1.
