<br />Subsection D. <br /> <br />Property Ownership <br /> <br />The existing Elk Path Business Center, Third Addition, is owned by Hoyt Partners. Sherburne <br />County has purchased the property contract-for-deed. In order to sell the property for a <br />technology center, the County must subdivide the portion of the property that is to be sold, work <br />with the existing landowner who retains 3.88 acres for the platting process, and transfer <br />ownership to the Sherburne County Housing and Redevelopment Authority (HRA). <br /> <br />According to statutory requirements, the County must also adopt a Redevelopment Plan and a <br />Project Plan. Both these processes require a public hearing process and are subject to a public <br />comment period. They can, however, be processed simultaneously with a proposal or can come <br />before a specific proposal for a technology center. <br /> <br />Once the land is platted, the HRA assumes ownership of the property, and the Redevelopment <br />Plan and Project Plans are adopted, the County can sell the property for the development of a <br />technology center. The private landowners who anticipate their lands becoming part of the site <br />are aware of the proposed subdivision and land sale and have agreed to work cooperatively <br />with the County of Sherburne in the development of this site. <br /> <br />Subsection E. <br /> <br />Existing Conditions <br /> <br />The proposed Technology Center site is undeveloped rolling topography. There are no trees on <br />site and the land has been farmed with row crops for the recent past. <br /> <br />Geotechnical investigation has shown that on-site soils are well-drained sands and gravels that <br />will support high bearing pressures, and will allow infiltration of storm water. <br /> <br />Subsection F. <br /> <br />Application Process <br /> <br />A developer can either simultaneously or with an application following the Redevelopment <br />Plan/Project plan, submit an application to the local governmental zoning authority to proceed <br />with the development. The local zoning authority for this development is the City of Elk River. <br />The City of Elk River has graciously agreed to assist Sherburne County Housing and <br />Redevelopment Authority to work together to make economic development on this site a reality. <br /> <br />The application process itself includes a Preliminary Plat and Final Plat application to <br />accomplish the subdivision of property described above; a Conditional Use Permit, work with <br />the local utility to provide the water and electrical needs of the site, and other appropriate <br />approvals by the City of Elk River as the local zoning and building authority. <br /> <br />Preliminary Plat <br />The proposed preliminary plat of the Elk Path Business Center Third Addition proposes to <br />subdivide the existing acreage of Outlot A of the Second Addition into a conjoined site which will <br />include the existing platted acreage of 3.88 acres with an additional 16.88 acres. <br /> <br />The plat will require perimeter drainage and utility easements per City ordinance. Utility <br />easements may be proposed over the public watermain that makes up public fire loop around <br />the perimeter of building and for any hydrant leads. <br /> <br />3 <br />
