<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Community Development November 20, 2006 <br /> <br />Item Number <br />6.2. <br /> <br />Prepared by <br />Catherine Mehelich, Director of <br />Economic Develo ment <br />Reviewed by <br />Scott Clark, Community Development <br />Director <br /> <br />Item Description <br />Request by Sherburne County HRA to Approve Resolution for <br />Redevelopment Program for Redevelopment District No.2 and <br />Project Plan for Technology Center, Elk Path Business Park <br />Third Addition - Public Hearin <br /> <br />Introduction <br />The City Council is asked to consider, on behalf of Sherburne County, the Redevelopment Program for <br />Redevelopment District No.2 and Project Plan for the Technology Center. <br /> <br />Discussion <br />The County has entered into discussions with UnitedHealth for purchase of approximately 16.88 acres in <br />order to construct a Technology Center (data center) on a portion of the property. Subdividing the <br />property and reviewing the site plan for the project are expected to follow in the next month for <br />consideration. <br /> <br />In order for Sherburne County to enter into a contract for the sale of property to a specific buyer, the <br />land must be transferred to the Sherburne County HRA, who may then approve a redevelopment <br />program and project plan for the sale of the land to a specific entity. These actions will not create a tax <br />increment fmancing district, but are the legal mechanisms within which the County can achieve its <br />objectives of selling the site to a specific party. As you may recall this is the same procedure that was <br />undertaken in 2005 for the Target Technology Center project. <br /> <br />On November 14, 2006, the Planning Commission held a public hearing and approved a resolution <br />finding that the redevelopment program and project plan are consistent with the City's Comprehensive <br />Plan. <br /> <br />Financial Impact <br />NA <br /> <br />Attachments <br />.
