<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Worksession November 13, 2006 <br />Item Description <br />Storm Water Improvements for Royal Oaks Ridge <br /> <br />Item Number <br />5.3.B <br /> <br />Prepared by <br />Phil Hals, Street Su erintendent <br />Reviewed by <br /> <br />Introduction <br />As part of our 2005 storm sewer inspection, the storm sewer line from Deerfield III that empties into a <br />pond on the east side of Royal Oaks was discovered to be 70% plugged with sand. <br /> <br />Discussion <br />The City Street Department, with the help of Terry Maurer, City Engineer, further reviewed the Deerfield <br />III storm sewer, the pond and the pond oudet. Staff has come to the conclusion that the bog area <br />between the inlet and oudet has become clogged with vegetative matter, which has raised the pond level <br />about 30 inches. With the pond at that elevated level, the water fills the oudet of the Deerfield III storm <br />pipe which could freeze up solid and stop the flow, or worst case scenario, break the storm sewer pipe. <br />The solution is to clean the drainage ditch that runs from north to south along the east side of the pond <br />. and then install a culvert over the Northern Natural gas line to control the water level. <br /> <br />Staff has presented this proposal to the TEP Committee for their review and received their approval. <br />There are four homeowners with back yards adjacent to the pond. Staff will notify them individually <br />prior to starting this project. <br /> <br />Financial Impact <br /> <br />The cost for the ditch cleaning and culvert installation is not to exceed $9,000.
