<br />Executive Summarv: <br /> <br />INTRODUCTION <br /> <br />The planning and design team has completed the review and analysis portion of the study <br />for expansion of the public works department. It is our intent to share the findings with <br />Council prior to any serious design effort so that we can obtain feedback relative to the <br />City's long term goals and priorities. <br /> <br />This phase of service included the following: <br /> <br />~ Review of the existing building and site <br />~ Discussion with staff on current and future needs <br />~ Inspection and documentation of non-code compliant and operational issues <br />~ Comparison of Elk River statistics with other similar public works departments <br />~ Recommendations for the department's mid-term and long term space needs <br />~ Analysis of exiting site to verify the long term limitations or potentials <br /> <br />As a part of the assessment and analysis, we identified current limitations and problems <br />relative to the public works department operating at peak efficiency. Consequently, the <br />following goals were established in developing a program and plan to assist with the <br />productivity and operation of the public works department: <br /> <br />> Eliminate obstacles in reaching and using equipment <br />> Eliminate double and triple handling within the confines of the building <br />> Provide adequate office area with spaces for conferences and routine work <br />> Comply with Federal ADA requirements <br />> Store all vehicles, particularly the diesel engines, within the building <br />> Maintain an efficient and safe traffic flow within the building and on the site <br />> Provide dedicated spaces for shop and repair activities <br />> Planfor afacility that can be expanded, with spaces designedfor flexibility <br /> <br />FINDINGS <br /> <br />As noted in more detail within the body of this report, there are a number of deficiencies <br />that exist within the building. These are code related, ADA concerns, safety related and <br />basic space limitations. <br /> <br />Inadequate space for operations, administration and storage of vehicles was found to be a <br />major issue. As noted in the attached programs (including current space needs and <br />projected long term space needs) our initial findings suggest that there is a need to more <br />than triple the amount of building area in order to effectively administrate the department <br />and to store all the vehicles under cover. <br /> <br />3 <br />
