Johnson:

Charter Communications' investment in our cable net\vork and our products and
services continue to enllance the quality of life in Elk River today, as \veil as into the future.
Our recent upgrades in Digital TV services, increases Broadband Cable IVfodem speed and
advanced security options, and the ongoing network upgrade and launch preparation far
Charter Telephone Service provide the community, and our customers, \vith significandy
more choice and value. Charter Communications v---ideo and data services maintain their
preeminence in the marketplace over all our competitors.

The cost pressures on local businesses, as you are fully aware, ha,Te continued
throughout 2006. The increased energy and health care costs realized by all local employers
have been substantial. On top of those expenses, Charter Communications must also
absorb the annual increases, in excess of 11 0/0, from our TV programmers.

We maintain our aggressive attempts to hold do'.vn the costs from programmers.
You may have seen some of the recent headlines regarding certain programmers seeking
increases from Cable and Satellite providers benveen 500/0 - 3500/0. In the past, these
aggressive rate increases came predominandy from sports programmers. Unfortunately, as
recent headlines demonstrate, this is no longer the case today.

Charter Communications is continually assessing our position in the market as it
relates ta service, products, pricing and competition. We ha,Te found it necessary at this time
to adjust the a la carte rates on some of our programming and related services.
