<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Consent October 16, 2006 <br />Item Description <br />Cretex Pond at 1H 10 and U land Avenue <br /> <br />Item Number <br /> <br /> <br />Introduction <br />Since the early stages of the 2005 Street Reconstruction Project, we have been working with <br />Cretex Companies to improve the quality of their storm water discharge under 1H 10 through the <br />City storm drainage system, ultimately oucletting to Lake Orono. Rather than assess them for <br />storm drainage in the 2005 Street Reconstruction Project, we have attempted to work with them <br />to get a pond constructed on the north side of 1H 10 to filter the storm drainage that comes off <br />their plant property. <br /> <br />Discussion <br />In working with representatives of Cretex Companies, we understand that theywill be removing <br />all of the houses on the east side of Upland Avenue which they own. We have worked with them <br />and the Technical Evaluation Panel to develop the attached plan for a pond to be constructed in <br />the northeast quadrant of Upland Avenue and 1H 10. We have estimated the project cost for the <br />construction of the pond and pipe system, along with landscaping the entire area, at $217,000. In <br />addition to this, Cretex Companies will have the cost of demolition of the two homes located on <br />these properties. Through negotiations, Cretex Companies has also agreed to give the City a <br />drainage and utility easement over the entire ponding area and to provide a 17-foot wide strip of <br />right of way along the east side of Upland Avenue all the way to Meadowvale Road, to <br />accommodate future road expansion. <br /> <br />In our most recent meeting with representatives of Cretex Companies, they have suggested that if <br />the City were willing to contribute $60,000 to the construction of this pond and pipe system, they <br />will facilitate the entire construction and landscaping according to the plan prepared by City staff. <br />In addition, they will give the two easements mentioned above. The City will prepare these <br />easement documents after the pond construction is complete. They are willing to facilitate the <br />construction so that they can use some of the dirt generated from the pond construction to <br />provide berming further to the north where they have also removed homes. They are also very <br />interested in being directly involved in the landscaping of the area to try and screen their plant <br />from Upland Avenue and areas to the west. <br /> <br />This proposal from Cretex Companies still has to be approved by their management. I have <br />discussed this proposal with Lori Johnson, City Administrator. Both she and I see this as a good <br />option for the City to get this ponding accomplished. <br /> <br />I will be unable to attend Monday evening's City Council meeting. If you have questions <br />regarding this proposal, please table it until your next meeting when I can be available. <br />
