<br />E~ <br />River <br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Consent October 16, 2006 <br />Item Description <br />Snow and Ice Control Polic <br /> <br />Item Number <br />3.8.* <br /> <br />Prepared by <br />Phil Hals, Street Su erintendent <br />Reviewed by <br />Lori ohnson, Ci Administrator <br /> <br />Introduction <br />Annual review of snow and ice control policy. <br /> <br />Discussion <br />In past years, the City Council has been asked annually to review and adopt the snow and ice control <br />policy. If there are no changes to the policy, staff suggests that it would not be necessary to annually <br />review or adopt the policy by motion because the most recendy approved policy remains in place. <br /> <br />The snow and ice control policy remains unchanged from last year, but there will be some minor changes <br />in plowing operation. The most significant change will be the elimination of contractor plowing of cul- <br />de-sacs. Between the Street and Park Department, we have enough equipment and operators to handle <br />the cul-de-sac plowing "in house," thus freeing up those funds for other uses. <br /> <br />Typical snow removal operations will be: <br />. 9 street routes with trucks <br />. 4 cul-de-sac routes with 2 loaders, 1 tractor, and 1 pickup <br />. 1 sidewalk route <br />. 1 hiking trail route. <br /> <br />The prominent issue from the public standpoint is the winter parking ordinance; no parking on al!Y ciry street <br />2:00 a.m. to 6:00 a.m., November 15 to April 15. Staff is proposing to publish the ordinance in the city <br />newsletter, the Star News, and by posting large signs (24" x 30" Sign #1) on the more heavily traveled <br />streets. Smaller signs (18" x 24", Sign #2) will be posted in areas where parking violations are more <br />frequent.
