<br />Guardian Angels <br />June 20, 1994 <br /> <br />Page 2 <br /> <br />e <br /> <br />with an additional fifteen (15) trees being proposed with the expansion for a <br />total of 104 trees. This request exceeds the City's ordinance requirements. <br /> <br />At the May 24, 1994, Planning Commission meeting, several Guardian <br />Angels residents were concerned with the Darkenwald Family Partnership <br />commercial project being proposed immediately to the west of the Care <br />Center due to noise. The Planning Commission and staff requested increased <br />landscaping along the west property line of the commercial site to screen the <br />commercial area from Guardian Angels. Staff also feels it is appropriate that <br />Guardian Angels be required to plant some coniferous trees along the west <br />property line to help buffer the two opposing land uses. With this scenario, <br />there will be a buffer zone which will provide the Care Center with the <br />greatest amount of buffer possible. Staff is requesting this condition be <br />added to the five conditions in staffs report: <br /> <br />6. GUARDIAN ANGELS PROVIDE A LANDSCAPE PLAN THAT <br />COMPLIMENTS THE PLANS FOR THE COMMERCIAL <br />DEVELOPMENT LANDSCAPE PLAN TO PROVIDE A <br />BUFFER ZONE BETWEEN THE TWO LAND USES. <br /> <br />e <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission recommended that a condition in staffs memo be <br />removed regarding concrete curb and gutter for the new parking lot. The <br />Commission did not feel curb and gutter was necessary because the existing <br />parking lots are not bound by curb and gutter and the benefits would be <br />nominal. Staff concurs with this finding. The Planning Commission <br />recommended approval of the conditional use permit request for Guardian <br />Angels Care Center to construct a 22,704 square foot addition to the existing <br />Care Center. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of the conditional use permit request by <br />Guardian Angels Care Center to construct a 22,704 square foot addition to <br />the existing Care Center with the following conditions: <br /> <br />1. A $600 STORM WATER IMPACT FEE BE PAID TO THE <br />CITY PRIOR TO THE ISSUANCE OF A BUILDING <br />PERMIT. <br /> <br />e <br /> <br />guardian. council <br />
