This is the last comment period in the EIS process.
If the Council declares the final EIS adequate, notice of their decision will be
published in the Environmental Quality Board Monitor and the EIS process
will be complete.

e

Attached to this memo is a resolution setting forth the City's findings of fact
regarding the Environmental Impact Statement and declaring it adequate.
As of the date of this memo, staff has not received any comments on the final
EIS. If there are comments, the comments and responses to them will be
attached to the resolution as an Exhibit A.

The City is at the end of a long EIS process that took over two years to
complete. However, doing this joint environmental review versus going
through EIS's and EAW's individually on each gravel mine saved an
immense amount of staff time. Further, this joint environmental review
gives the City a comprehensive review of the impacts associated with mineral
excavation that could not have been achieved through individual
environmental reviews. City staff thanks the miners for their cooperation
through this process.

e

P.O.
