<br />,(1 ~\ <br />( l! <br />fill River <br /> <br /> <br />Ae:enda Item 5.2 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Sandy Thackeray, City Clerk <br /> <br />DATE: <br /> <br />June 17, 1994 <br /> <br />SUBJECT: Transient Merchant License <br /> <br />INTRODUCTION <br /> <br />Mr. James Fitchie is requesting to sell ice cream novelties in the City of Elk <br />River, including Orono Beach, from a vending truck. <br /> <br />tt BACKGROUND <br /> <br />After speaking to Mr. Fitchie about the sales at Orono Beach, he stated that <br />his routine includes stopping at Orono Beach two times per day for 20 - 30 <br />minutes per stop. Mter he makes his sales at the beach he leaves. He also <br />sells ice cream in Monticello, Big Lake Township and Otsego. Mr. Fitchie <br />was granted a license last year by the City of Elk River and the City received <br />no complaints during his 1993 licensing period. <br /> <br />Mr. Fitchie has completed an application and paid the permit fee for a <br />transient merchant license. The police department has approved a <br />background check on Mr. Fitchie. <br /> <br />RECOMMENDATION: <br /> <br />Staff recommends approval of a transient merchant license to allow him to <br />sell ice cream novelties in the City of Elk River. <br /> <br />s: \council\fitchie.doc \st <br /> <br />. <br /> <br />P.O.
