The attached letter from <br />Terry Maurer, City Engineer, addresses these issues. It is the City <br />Engineer's opinion that the extension of Railroad Drive would not be feasible <br />because of high construction costs due to poor soil, lack of right-of-way, and <br />poor intersections at Proctor Avenue, Jackson Avenue and Main Street. In <br />addition, the extension of Railroad Drive would not alleviate the traffic <br />problem on School Street. <br /> <br />Staff is in agreement that this general area could be considered for a <br />redevelopment plan sometime in the future. As such, the standard width of <br />Railroad Drive is not a major concern as any redevelopment of this area <br />would likely involve the vacation of Railroad Drive to create larger <br />developable parcels with access off of 4th Street. <br /> <br />RECOMMENDATION <br /> <br />The plan of Hals Addition has been prepared in accordance with the <br />subdivision regulations. Staff is recommending the City Council approve <br />preliminary plat for the City of Elk River, Russell Martie, and Thomas Weiss, <br />with the following conditions: <br /> <br />e <br /> <br />1. <br /> <br />FINAL PLAT BE PREPARED IN ACCORDANCE WITH <br />THE PRELIMINARY PLAT AND SUBMITTED TO THE <br />CITY COUNCIL FOR APPROVAL PRIOR TO <br />RECORDING WITH SHERBURNE COUNTY. <br /> <br />2. THE OUTDOOR STORAGE ALONG RAILROAD DRIVE <br />FOR RIVERVALLEY LUMBER BE LOCATED ON <br />OUTLOT A AND BE SCREENED FROM VIEW FROM <br />HIGHWAY 10. <br /> <br />3. THE STORAGE SHED ON OUTLOT A EITHER BE <br />REMOVED FROM THE SITE OR PLACED TOTALLY <br />WITHIN THE BOUNDARIES OF OUTLOT A. <br /> <br />e <br /> <br />hals.council <br />
