We will be prepared at that public hearing to give <br />a brief presentation of the project and to answer any questions. As in previous years this <br />bituminous overlay project was intitiated by the City Council and is proposed to be <br />assessed 100% to the benefitted property owners. This is a maintenance type project <br />which attempts to rejuvenate the existing street at a lower cost than reconstructing them <br />in future years. If the bituminous overlay is not undertaken and the roads continue to <br />deteriorate the point will come in the near future where the only reasonable upgrade to <br />the existing roads will be a total reconstruction. The proposed assessment rate estimated <br />in the feasiblity study is $1,577 per residential unit. <br /> <br />It has recently been discovered that property owners in the Peterson Addition still have <br />approximately six years remaining on their 20-year assessments for the original street <br />construction. It seems this leaves the City with two options. First, they could simply <br />eliminate Peterson Addition from the project and continue to patch the streets for the next <br />six years. The second option would be to reduce the assessment rate to compensate for <br />the existing assessment. This is a less desirable option since it would open all other <br />overlay projects to similar City participation. <br /> <br />At the close of the public hearing, if the Council desires to move forward with this <br />project, consideration should be given to adopting the attached resolution which orders <br />the improvement and authorizes the preparation of plans and specifications.
