This route from <br />Highway 169 to County Road 1, and especially the curved area near Highway <br />169, has been a high priority of the City Council since the mid 1980's. The <br />total cost for this gravel improvement project, including overhead, is <br />somewhere in the $115-$120,000 range. <br /> <br />e <br /> <br />A major issue with this project is the obtaining or exchanging of right-of-way <br />in order to straighten out the curves. Staff has been directed to obtain the <br />appropriate right-of-way from the adjacent property owners, but this is very <br />difficult to accomplish without the land owners knowing when a project is <br />scheduled to happen. Accordingly, staff is looking for direction from the City <br />Council to move forward with this project. <br /> <br />This issue is on this meeting agenda due to the Audit being presented at this <br />time. Beyond the right-of-way issue, the other major concern with the project <br />was funding. At this time, after the 165th and Jarvis project, the Street <br />Reserve has cash of approximately $142,000. Also, the Capital Projects <br />Reserve has cash of over $200,000. <br /> <br />The City can finance the realignment and gravel improvements to 221st from <br />both the Capital Projects and the Street Reserves. It is suggested that we <br />finance the project through one-half Capital Projects and one-half Street <br />Reserves. Also, it is recommended that the City Council order the <br />advertisement for bids for this project upon receipt of the appropriate right- <br />of-way from the adjacent property owners. In this manner, the land owners <br />will know that the City is serious about completing this project as funds are <br />designated and the advertisement for bids have been authorized. <br /> <br />e <br /> <br />P.O.
