Staff recommends that this money, plus about <br />$5,000 of landfill abatement funds, be used to construct a compost collection <br />facility at the street garage. This would consist of a 30 foot by 40 foot, three <br />sided, covered concrete structure that would allow residents to drop off yard <br />waste in this bin like structure one or two days per month. The material <br />would be stored temporarily until the Street Department would load and <br />haul the compost to a site in a park or on the sewer sludge land for <br />composting. The drop off site would be inside the yard fence and a Street <br />Department employee would supervise the dumping in order to eliminate <br />much of the dumping abuse that takes place at unsupervised sites. <br /> <br />The building would serve as a covered salt/sand storage building from <br />November to March. It is my opinion that this is a good solution to the leaf <br />collection issue and the dual use maximizes the use of the structure. <br /> <br />The Street Department would do all excavation, install the concrete footings, <br />core fill the concrete blocks, seal the roof and pave the floor.
