Application, administration and enforcement. <br />The application, administration and enforcement of the building code shall be in <br />accordance with the Minnesota State Building Code. The building code shall be enforced <br />within the incorporated limits of the city. The city council shall designate the Minnesota <br />Certified Building Official for the city as required by Minn. Stats 9 16B.65, subd. 1. <br />(Code 1982, 9 1000.00(2); Ord. No. 03-07, 92, 3-24-2003) <br /> <br />Sec. 30-83. Permits, inspections and fees; surcharge; plans and <br />specifications. <br />(a) Permits, inspections and fees. Permits and inspections shall be as provided by the <br />Minnesota State Building Code. The council shall establish the fees and charges from <br />time to time by resolution. <br />(b) Surcharge. In addition to the required permit fee, the applicant shall pay a <br />surcharge to be remitted to the state department of administration as prescribed by <br />Minn. Stats. 9 16B.70. <br />(c) Plans and specifications. <br />(1) With each application for a building permit, and when required by the building <br />official for enforcement of any provisions of this article, two sets of plans and <br />specifications shall be submitted, together with a certificate of survey of the lot upon <br />which the proposed building or construction is to be done. <br />(2) All plans and specifications, except for single-family dwellings, or any other <br />buildings exempted by Minnesota Statute or the Minnesota State Building Code, shall be <br />prepared and signed by a registered architect or a registered professional engineer duly <br />qualified by registration as required by Minn. Stats. 9 326.02. <br />(Code 1982, 99 1000.00(3),1002.04; Ord. No. 03-07, 993,4,3-24-2003) <br /> <br />Sec. 30-84. Certificate of survey. <br />(a) Data requirements. The applicant shall submit a site survey showing the location of <br />the proposed structure on the lot to the city at the time of building permit issuance. All <br />surveys shall comply with the approved development plan on file at city hall. Any <br />significant deviation from the development plan shall require a developer's signature <br />authorizing the change and approval by the city prior to submitting a survey. The survey <br />shall be certified by a registered state land surveyor and shall include the following <br />information: <br />(1) Scale of drawing. <br />(2) North arrow. <br />(3) Legal description. <br />(4) Dimensions of the lot. <br />(5) Provide a benchmark on the site of a permanent nature (e.g., top nut of fire hydrant, <br />nail in tree, etc.) <br />(6) Existing and proposed elevations at all lot corners. <br />(7) Existing and proposed elevations at house and garage corners. <br />(8) Top of curb elevations at the extension of property lines and center of proposed <br />driveway. The center of the proposed driveway shall be permanently marked at the <br />building site. <br />(9) Off-set stakes with existing elevations along each side lot line (exception would be a <br />distance greater than 30 feet from the house to the side lot lines). <br />(10) Dimensions of the entire building showing cantilevers, bay windows, egress <br />window well locations and elevations. <br /> <br />27 <br />
