<br />Kraus Anderson, CUP <br />May 16, 1994 <br /> <br />Page 2 <br /> <br />e <br /> <br />Dickinson's existing bus terminal located on Jackson Avenue will be <br />relocated to this site to make room for the Elk Park Center project. This <br />same item was presented to the Planning Commission and City Council in <br />1993, however, due to a lack of information, the item was denied. The <br />attached Planning Commission Report outlines this request in detail. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission recommended approval of the conditional use <br />permit request and added three conditions to this proposal: <br /> <br />1. The chain link fence encompass Pond A at the front of the site due to <br />the close proximity of Meadowvale School. <br /> <br />2. Redesign the parking lot to eliminate the dead end parking situation <br />allowing complete vehicle circulation. <br /> <br />3. <br /> <br />Add overstory trees along the entrance drive and landscaping around <br />Pond A. The Planning Commission also recommended that the site <br />plan be revised in accordance with Terry Maurer's memo dated April <br />18, 1994. <br /> <br />e <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends approval of the conditional use permit request by Kraus <br />Anderson to construct a bus terminal and to have multiple principle <br />buildings on one lot with the following conditions: <br /> <br />1. THE DRAINAGE PLAN BE REANALYSED TO MEET THE <br />REQUIREMENTS OF BEST MANAGEMENT PRACTICES BY <br />INCREASING THE DEPTHS OF THE PONDS TO INCLUDE A <br />NORMAL POOL ELEVATION TO ASSIST WITH THE <br />SETTLING OUT OF MATERIAL CONTAINED WITHIN THE <br />RUN-OFF. <br /> <br />2. AN EROSION PROTECTION PLAN BE REQUIRED FOR THE <br />OUTLET FROM POND B. <br /> <br />3. THE STORM SEWER INLET INTO POND A SHOULD INCLUDE <br />CATCH BASINS AND SMALL DIAMETER PIPES. <br /> <br />e <br /> <br />kraus.council <br />
