Sub. <br />May 16,1994 <br /> <br />Page 2 <br /> <br />e <br /> <br />This forty acres was originally owned by Mr. Moritz who has retained <br />ownership of the eastern forty acres, which includes his homestead. <br /> <br />The proposed preliminary plat meets all of the zoning ordinance <br />requirements except for the minimum lot size. Each of the lots on the <br />proposed preliminary plat identify a proposed house location subject to <br />modification based on the home buyers desire. <br /> <br />TREE PROTECTION <br /> <br />It should be pointed out that if any homes are constructed on Lots 1, 2, or 3 <br />that encroach into the wooded area to the south, a tree protection plan along <br />with a building permit application will be required. A neighboring resident <br />appeared before the Planning Commission at the April 26 meeting and stated <br />that she would like to see those trees saved and not cleared as part of this <br />development. By requiring a tree preservation plan at the time of building <br />permit, concerns of the resident will be addressed. <br /> <br />SEPTIC AND WELLS <br /> <br />e <br /> <br />This area of the City does not have City water and sewer, therefore, upon <br />applying for a building permit the proper information will need to be <br />submitted for establishing on-site septic system and well. This information <br />will be reviewed by the Building Department and inspected upon <br />construction. <br /> <br />WETLANDS/DRAINAGE <br /> <br />There are some areas on the south half of the plat that may be determined as <br />wetlands and will be subject to the Wetland Conservation Act. These <br />wetlands (or ponding areas) need to be identified and delineated and <br />incorporated on the plat by way of a drainage and utility easement. The <br />drainage and utility easement shown on the plat will carry the message to <br />future homeowners that there are wetlands on the property and may not be <br />infringed upon by any activity that will impact the wetland. <br /> <br />PARK AND RECREATION BOARD RECOMMENDATION <br /> <br />The Park and Recreation Board recommended payment of cash in the amount <br />of $1,800.00. <br /> <br />e <br /> <br />mastley.council <br />
