As you are aware, we are proceeding with <br />the installation of a 72-inch diameter pipe under the highway intersections of TH 10/1011 <br />169. We are also proceeding with the installation of a 42-inch diameter pipe north of County <br />Road 12 which will collect water from the area of County Road 13 and 5th Street and the <br />Schultz/Deschene property and convey it to County Ditch 10. The missing piece in this <br />segment of storm sewer obviously is between County Road 12 and the railroad crossing at <br />the south end of the Earl Hohlen property. <br /> <br />At this time, we are working with the Eric Pederson Group relative to the development of <br />a commercial shopping area on F..(l~i's property. We have communicated to them the City's <br />plans for overall storm drainage facilities and, specifically, the improvements we are <br />currently undertaking. We expect that their submittal for the development concept of Earl's <br />property will not only incorporate their specific storm drainage needs, but also the larger <br />trunk needs of the City. As this development proceeds, we will need to begin constructing <br />a pond just upstream of the railroad crossing. The Comprehensive Storm Drainage Plan <br />ultimately calls for a 11O-acre pond in this area. We will also need to increase the size of <br />the culvert under the railroad to 72 inches. Attached is a copy of an exhibit from the <br />Comprehensive Storm Drainage Plan for this particular area which shows these installations. <br /> <br />If for some reason the development of Earl's property does not proceed, at that time the City <br />will need to deal with the issue of a larger culvert (72 inch) under the railroad crossing. We <br />believe that at this time we should allow the proposed development of Elk River Crossing <br />to proceed and hopefully incorporate the storm drainage improvements with the development <br />of this site. <br />
