<br />e <br /> <br />INTRODUCTION <br /> <br />On February 28th, 1994, the Elk River City Council, adopted Resolution 94-17 authorizing a <br />feasibility study to analyze proposed bituminous overlayment of selected city streets. The streets <br />included in this recommendation are found in the Peterson Addition and the Greenhead Acres 2nd <br />Addition. The streets recommended for improvements within the Peterson Addition are: Ogden <br />Street, 196th Avenue, and Queen Street shown in Exhibit 1. Proposed street improvements within <br />the Greenhead Acres 2nd Addition are: York Street, 208th Avenue, and Watson Street shown in <br />Exhibit 2. <br /> <br />These street improvements were initiated based on a recommendation from Phil Hals, Street <br />Supervisor, in which he noted "significant signs of deterioration" as the reason for the improvements. <br />It is the City's opinion that it is not economically feasible to continue patching these streets and that <br />a bituminous overlay would be more economical than total reconstruction. <br /> <br />e <br /> <br />EXISTING CONDmONS <br /> <br />The streets involved with this feasibility study are between 14 and 16 years old. They show <br />significant signs of wear, such as cracks and pot holes, and required significant amount of repairs <br />in recent years. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The proposed improvements consist of a two inch bituminous overlay on the existing streets shown <br />in Exhibit 1 and 2. It is recommended that a 2-inch bituminous overlay be placed to add structural <br />strength, provide a smooth driving surface, and prolong the life of the existing streets. If these <br />improvements are not implemented soon, the City's only alternative will be total reconstruction. <br /> <br />COST <br /> <br />The following table outlines the cost of the proposed improvements. The city's Assessment Manual <br />has established the estimated overhead to 28% of the total construction costs. Because there is a <br />e limited amount of preliminary and administrative work associated with an overlay project, the <br />estimated overhead cost has been reduced to 10 % of the construction costs. <br /> <br />FEAS-230.219 <br />
