<br />EXISTING CONDITIONS <br /> <br />e <br /> <br />Currently Concord street is a private, narrow gravel road approximately 3100 feet in length. The <br />existing road is filled with ruts, holes and a uneven driving surface. In the past the road has <br />required much maintenance with little improvement to the overall condition of the road. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The proposed improvements consist of constructing a new bituminous surfaced road 22 feet <br />wide with 2 foot aggregate shoulders as shown in Exhibit #2. Constructing this new road will <br />involve excavating the existing road, placing a 5 inch aggregate base under a 2.5 inch bituminous <br />driving surface with 16 foot driveway aprons to each property. The improvements will also <br />include new driveway culverts, ditch cleaning work to improve drainage, and the construction of <br />a cul-de-sac at the end of the street. The city of Elk River would assume the existing 66 foot <br />roadway easement and maintenance of the new road. <br /> <br />EASEMENT AQUISITION <br /> <br />e Before Concord Street can become a public street, the city will have to assume a 66-foot easment <br />along the property. Research of the Sherburne County records indictes there currently exists a <br />66 foot easement which allows each property owner to use their neighbor's portion of the existing <br />roadway. This easment is described on each of the property owner's titles. If Concord Street is <br />to become a public street, each property owner must be willing to dedicate their portion of this <br />66 foot easement to the city at no charge. <br /> <br />COST <br /> <br />The following table outlines the cost of the proposed improvements. The city's assessment <br />manual has established the estimated overhead to be 28 % of the total construction costs.
