<br />Farmers Market <br />Request <br /> <br />Page 2 <br /> <br />e <br /> <br />SIGNAGE <br /> <br />The market is requesting two 4 X 8 signs along Highway 169 to advertise the <br />market. Staff would recommend that this signage be limited to one sign and <br />that the sign be displayed only on those days the market is in operation. <br />This sign can be placed along either Highway 169 or Freeport Avenue at the <br />choice of the farmers market. <br /> <br />TEMPORARY GREENHOUSE <br /> <br />It should be pointed out that the farmers market will not be the only activity <br />within the malls parking lot. Plant Place, Inc.lNelson Nursery, Zimmerman, <br />received approval from the City Council to operate a temporary greenhouse <br />within this same parking lot. The attached site plan illustrates the exact <br />location of the proposed greenhouses which will be erected in late April or <br />early May, and be in place through July 1st. <br /> <br />PARKING <br /> <br />e <br /> <br />Certainly one of the issues with the request to utilize a parking lot for <br />outdoor sales is to make sure necessary parking stalls are not occupied. The <br />parking stalls proposed to be used are in a location that are not part of a <br />major drive isle or an area that would disrupt traffic. In addition, although <br />some of the parking stalls are in close proximity to the mall's shopping area, <br />the actual proximity to an entrance is less convenient. Therefore, the <br />selected location should function adequately without disrupting the traffic <br />circulation within the parking lot, nor utilizing primary parking stalls for the <br />mall. <br /> <br />PERMIT FOR VENDOR SALES <br /> <br />Elk River Mall is a Planned Unit Development. Typically, a conditional use <br />permit is needed for most activities in this development. However, <br />Sherburne County Growers Association has applied for the same permit that <br />has been granted to Plants Place Inc. In the future, it is recommended that <br />requests for greenhouses, farmers markets, or other temporary uses be <br />reviewed as conditional use permits. <br /> <br />e <br /> <br />ccgrower-council <br />
