<br />Sherburne County Growers Association <br />May 2,1994 <br /> <br />Page 2 <br /> <br />e <br /> <br />PARKING <br /> <br />One of the issues with this request is the farmers market occupying parking <br />stalls in the downtown area without creating a parking problem. Therefore, <br />staff has monitored the parking demands in the downtown area over the past <br />few weeks. The results of this "quick and dirty" survey indicates that roughly <br />38% to 53% of the parking stalls are vacant at the times the survey was <br />conducted. Based on this survey, there appears to be available parking stalls <br />in the downtown area, even with the operation of the farmers market. <br />Please refer to the attached Planning Commission report for additional <br />information. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission recommended approval of the request by <br />Sherburne County Growers Association to operate an outdoor farmers market <br />with the conditions as stated in the staff report dated April 26, 1994, with the <br />following modifications: <br /> <br />The language in conditions number 1 and number 2 be modified to read: <br /> <br />e <br /> <br />1. <br /> <br />A CERTIFICATE OF INSURANCE NAMING THE CITY AS AN <br />ADDITIONAL INSURED FOR THE LOT BE SUBMITTED TO THE <br />CITY. <br /> <br />2. AMENDING 1 P.M. TO READ 12 NOON <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff concurs with the Planning Commission's recommendation to approve a <br />conditional use permit by Sherburne County Growers Association to operate <br />an outdoor farmers market in the Jackson Square parking lot with the <br />following conditions: <br /> <br />1. A CERTIFICATE OF INSURANCE NAMING THE CITY AS AN <br />ADDITIONAL INSURED FOR THE LOT BE SUBMITTED TO THE <br />CITY. <br /> <br />2. DAYS AND HOURS OF OPERATION BE LIMITED TO WEDNESDAY <br />AND SUNDAY FROM 12 NOON TO 7 P.M. EACH DAY. <br /> <br />3. <br /> <br />IN THE EVENT THE CITY RECEIVES COMPLAINTS REGARDING <br />PARKING PROBLEMS DOWNTOWN DUE TO THE FARMER'S <br />MARKET, THE CITY COUNCIL SHALL HAVE THE OPPORTUNITY <br /> <br />e <br /> <br />farmer .council <br />
