<br />-\.1 ~( <br />( l! <br />Ilk River <br /> <br />Agenda Item 5.5. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: MAYOR & CITY COUNCIL <br /> <br />FROM: PAT KLAERS, CITY ADMINISTRATOR <br /> <br />DATE: APRIL 28, 1994 <br /> <br />SUBJECT: BUILDING DEPARTMENT CLERICAL <br />POSITION <br /> <br />e <br /> <br />During the 1994 budget process, the City Council approved the concept of Geryl Rogers <br />and Brenda Ebner moving to full time status (40 hours per week) from their 1993 status <br />of 20 hours and 30 hours per week respectively. The increase to 40 hours per week did <br />not take place in January as staff wanted to take a "wait and see" approach in order to <br />evaluate the true need for these positions becoming full time based on our experience in <br />our new facility. The City Council did not put money in the individual departmental <br />budgets for this increased manpower, but the City Council did acknowledge use of its <br />Contingency Fund if and when the change for these positions would take place. <br /> <br />At this time, staff is recommending use of City Council Contingency Funds to have Geryl <br />Rogers go to full time status. Please see the attached material from the Planning and <br />Building Departments on this request. Associated with this request is another request to <br />have Geryl Rogers move to the Secretary/Receptionist position from her current status as <br />Clerk Typist II. Earlier this year, the City Council had a healthy discussion on whether or <br />not Geryl should move from Clerk Typist I to Clerk Typist II. Now with the growth in <br />activities in the planning and building areas, it is appropriate for the Planning Department <br />(Steve Ach and Gary Schmitz) to have a designated Secretary/Receptionist as it is also <br />appropriate for the Building and Zoning Department (Steve Rohlf, Cliff Skogstad, and <br />Terry Zajac) to have a designated Secretary/Receptionist. It should be noted that both <br />clerical employees are, and will continue to be, cross-tained to fill in for each other as <br />necessary . <br /> <br />e <br /> <br />Without a doubt, clerical needs in these two areas and throughout the entire City are <br />growing and are anticipated to continue to grow in the future. Currently staff is also <br />looking at the possibility of hiring a part time summer youth employee to help in the <br />office. This is especially important for the City staff during the summer months due to <br />vacation schedules. Finally, the Council can anticipate a budget request in 1995 for <br />another clerical person in the administration area. As activities increase at City Hall, it is <br />an inevitable fact of life that we also have to increase our clerical support in order to <br />handle public requests and our increased work load. <br /> <br />P.O.
