Council <br />input on how to proceed with selecting an architect is requested. <br /> <br />Discussion <br />I have been working with Anita Lancello Bydlon of the YMCA of Metropolitan of Minneapolis to put <br />together a schedule for the YMCA project. She informed me on September 22 that the Board of the <br />YMCA of Metropolitan of Minneapolis met and requested that, if possible, the opening be set for March <br />2008. I subsequendy received an email from Ms. Lancello Bydlon stating that they were "FINE with an <br />early September" 2008 opening. Their estimated time from building design to opening ranged from 17 to <br />22 months, which is likely why they adjusted their targeted opening date. <br /> <br />In addition to the design and construction schedule, the City needs to handle planning, bonding, and <br />administrative items, such as selection and approval of an architect and the lease. These need to be added <br />to the schedule; however, I don't expect that they will add much time since many of them can run <br />concurrendy with building design. <br /> <br />Currendy, staff is gathering information and beginning to gear-up for this project. Peter Beck is working <br />on the Memo of Understanding received from the YMCA and the lease that needs to be drafted between <br />the YMCA and the city. I have initiated discussions with bond counsel so the bond issue can proceed. A <br />public hearing needs to be held in order to issue the bonds; however, that does not need to take place <br />immediately. Community Development Director Scott Clark is working on identifying any planning <br />issues and approvals that need to be completed, and Parks and Recreation Director Bill Maertz is <br />determining if there are any park issues related to Orono Park that need review. As soon as I get that <br />information, we will put together a project schedule including the steps the Council needs to take and the <br />timeframe in which they need to be completed. <br /> <br />Finally, staff would like direction on how the Council would like to proceed in selecting an architect for <br />this project. The Council could request proposals with staff and/or Council conducting interviews and <br />making a recommendation to Council for fInal approval. This process could take several months. <br />Alternately, the YMCA has offered to interview architects and recommend up to three architectural fIrms <br />for Council consideration. This option may speed up the process. According to the YMCA's estimated <br />schedule, building design needs to start in November to meet the YMCA's targeted opening date. <br /> <br />Financial Impact <br />None <br /> <br />S:\Council\Lori\2006\ YMCA 100206.doc <br />
