<br />one acre or larger and classified as a U.S. Army Corps of Engineers type 3,4, or 5
<br />wetlands, as described in the U.S. Army Corps of Engineers pamphlet entitled "10
<br />Important Questions," U.S. Government Printing Office No. 1979-768-929.
<br />Equal degree of encroachment means a method of determining the location of floodway
<br />boundaries so that floodplain lands on both sides of a stream are capable of conveying a
<br />proportionate share of flood flows.
<br />Essential services (public utility uses) means underground or overhead gas, electrical,
<br />steam or water distribution systems, and collection, communication, supply or disposal
<br />systems, including poles, wires, mains, drains, sewer, pipes, conduits, cables, traffic
<br />signals, hydrants, or other similar equipment and accessories in conjunction therewith,
<br />but not including buildings or transmission services.
<br />Excavation means the removal of sand, gravel, rock, clay, silt, soil, or other like material
<br />from the land. The material shall not leave the parcel from which it originated.
<br />Exterior storage means the storage of goods, materials, equipment, manufactured
<br />products and similar items not fully enclosed by a building.
<br />Facade means the entire building front, including the parapet.
<br />Face of sign means the area of a sign on which the copy is placed.
<br />Family means any number of individuals generally, but not necessarily, related by blood
<br />and marriage, living together at one location as a single, nonprofit housekeeping unit, as
<br />distinguished from a group occupying a boardinghouse or roominghouse, tourist home,
<br />hotel or motel.
<br />Farm dwelling means a building designed for residential occupation by human beings
<br />located on a farm, the occupant of which owns the farm or is employed thereon.
<br />Feedlot means a confined area used for housing or feeding poultry or livestock where
<br />substantial amounts of animal waste will be generated, but not including barns or pens
<br />which are accessory uses incidental to a farming operation. For the purpose of section 30-
<br />803, feedlots shall include only those operations with more than ten animal units.
<br />Fence means a partition, structure, wall, or gate erected as a dividing marker, visual or
<br />physical barrier or enclosure.
<br />Festoon means a string of ribbons, tinsel, small flags, or pinwheels.
<br />Final plat means the final map, drawing or chart on which the subdivider's plan of
<br />subdivision is presented to the city council for approval and which, if approved will be
<br />submitted to the county recorder as required in state statutes.
<br />Fire chief means the fire chief for the city, or his designated agents authorized to
<br />enforce Article III of this chapter pertainin2 to housin2 standards.
<br />Fire code means the current Minnesota fire code and its amendments as adopted by
<br />the city.
<br />Flashing sign means a sign which contains an intermittent or sequential flashing light
<br />source used primarily to attract attention, other than changeable copy signs.
<br />Flood means a temporary increase in the flow or stage of a stream or in the stage of a
<br />wetland or lake that result in the inundation of normally dry areas.
<br />Flood frequency means the frequency for which it is expected that a specific flood stage
<br />or discharge may be equaled or exceeded.
<br />Flood fringe means that portion of the floodplain outside of the floodway. The term
<br />"flood fringe" is synonymous with the term "floodway fringe" used in the flood insurance
<br />study for the city.
