City of Elk River REQUEST FOR COUNCIL ACTION Agenda Section Meeting Date En . eerin October 2, 2006 Item Description 181 st Avenue Watermain Extension - Bid Award Item Number 5.5. Introduction The 181 st Avenue (CSAH 12) watermain extension is an Elk River Municipal Utilities improvement to loop watermain from the existing Kliever Lake Fields area to the new watermain being put in with the CR 40 Improvement. The project is being coordinated through the City of Elk River for funding purposes. Discussion Plans were prepared under the direction of Bryan Adams, General Manager of Elk River Municipal Utilities. The project was bid on Wednesday, September 13, 2006. There were a total of 6 bidders. Attached is a bid tabulation. The following table shows the 6 bidders and their total bid: Bid Amount $256,034.17 $257,975.50 $258,730.00 an $294,545.00 $305,134.82 $323,354.00 The engineer's estimate for the construction was $235,000. The low bid is approximately 9 percent over the engineer's estimate. Since this bid is for directional boring of the watermain pipe, we do not have direct experience with the low bidder of Ellingson Drainage, Inc. We have received a list of references and have verified that they have successfully completed similar type projects in other communities. Bryan Adams has been made aware of the bid results and concurs with awarding the contract to Ellingson Drainage, Inc. Therefore, we would recommend the City Council award the bid for the 181st Avenue Watermain Extension Project to Ellingson Drainage, Inc. in the amount of $256,034.17. Financial Impact The City will be funding this improvement and recovering their investment through future trunk assessments. Attachments · Bid Tabulation
