<br />e <br /> <br />Mr. Pat Klaers <br />April 11, 1994 <br />Page Two <br /> <br />The Industrial Access Road, located south of TH 10, would connect Joplin Street and Waco <br />Street, and serve development in the City's proposed Business Park area. Discussions with <br />City Planner Steve Ach indicate that this road would encourage additional development as <br />well as provide service to County facilities located in the western area of the City. This road <br />would be constructed in response to the rapid growth in the western area, as evidenced by <br />recent trunk utility improvements and the new bridge over the Elk River. <br /> <br />In order to add these roads to the system, with a total of 4.58 miles, it would be necessary <br />to use the available 1.34 miles of additional designation and delete some roads from the MSA <br />system. <br /> <br />The roads recommended for deletion are: <br /> <br />e <br /> <br />S1ree1 <br />Joplin Street <br />183rd Avenue (aka Orono Parkway) <br />Smith Street (non-existing) <br />Highland Road <br /> <br />Emm <br />Mississippi Road <br />Waco Street <br />Co. Rd. 1 <br /> <br />In <br />183rd Avenue NW <br />Joplin St. NW <br />CSAH 21 <br />Jackson Ave. <br /> <br />Length <br />0.24 mi. <br />1.02 mi. <br />0.95 mi. <br />.L03 mi. <br />3.24 mi. <br />+ .1...3.4 mi. <br />4.58 mi. <br /> <br />Available mileage for designation <br /> <br />The mileage for addition ald deletion are equal, so the City will have a total of 23.77 <br />miles esignated as MSA routes. <br /> <br />The removal of Joplin and 183rd Avenue (Orono Parkway) is in response to portions of <br />these roads being built by developers as the area is platted and the northerly movement of <br />the 183rd alignment to more directly serve the proposed Business Park. Smith Street <br />north of County Road 33 is a non-existing road added to the system when the rules <br />required MSA routes to end on CSAH roads rather than County roads. That rule has <br />since been relaxed. Highland Road is unlikely to ever be upgraded to MSA standards, <br />given its residential character and the routes proposed in the Comprehensive <br />Transportation Plan. <br /> <br />As future mileage for MSA designation becomes available, we would recommend that <br />197th Avenue between TH 169 and Tyler Street NW be deleted. This would enable an <br />additional 0.94 mile of MSA routes to be designated to establish the Comprehensive <br />Transportation Plan routes. <br /> <br />e <br /> <br />230/000-1102.apr <br />
