He also indicated his support for preserving the trees in the plat. Jay Johnson, representative of Country Ridae Partnership. stated that the number of proposed homes is necessary in order to maximize the use of the plat. He stated that the average lot size is 2,000 square feet larger than required. He indicated that Country Ridge Partnership is also in favor in preserving trees, and suggested preserving the trees on Outlots A and B. Mayor Duitsman closed the pUblic hearing. Councifmember Holmgren questioned the reasoning for the naming of Hudson lane and Hudson Street. He stated that this may be confusing during emergency responses. He also spoke to the issue of tree preservation. He stated that although he is in favor of tree preservation, this may not be the proper time to request the trees be saved. He questioned how the developer could deal with this issue at this point in time without spending a large amount of money. Peter Beck, the City's Attorney indicated that the City's existing ordinance allows for tree preservation. e Councilmember Farber spoke to the inconsistency in requiring park land versus payment in lieu of park fand for developers. He stated that he would like to see a park in the area of the plat. Councilmember Dietz indicated that there were several lots less than 10,500 sq. ft. in the plat. He indicated his concern regarding traffic safety in relation to the number of homes in the plat. Mayor Duitsman indicated that he would prefer to see park land in lieu of payment. COUNCILMEMBER HOLMGREN MOVED TO CONTINUE THIS ISSUE- UNTIL THE MARCH 28, 1994, CITY COUNCIL MEETING TO ALLOW STAFF TO DETERMINE A TIMETABLE THAT WILL ALLOW THE DEVELOPER TO CONSIDER REVISING THE PLAT AND FOR THE PLANNING COMMISSION AND CITY COUNCIL TO REVIEW THE REVISIONS. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. The City Council recessed at 9:25 p.m. and reconvened at 9:32 p.m. l- 8.1. Consider resolution aoorovina olans and soecifications and authorize the advertisement for bids for the Wastewater Treatment Plant interim olan imorovement oroiect e Terry Maurer, City Engineer, indicated that the plans for the interim improvement to upgrade the wastewater treatment plant have been completed and reviewed and approved by the Minnesota Pollution Control Agency. He indicated that staff is ready to proceed with the bidding and construction of the improvements.
