TH 169 Geometric and Environmental Study <br /> <br />Mr. Maurer reviewed Mn/DOT's responses to a city letter regarding potential funding of <br />the TH 169 Study. <br /> <br />Mayor Klinzing questioned what would happen if the city's cost for the study reaches over <br />$1 million. <br /> <br />Mr. Maurer stated the city can cancel out of the study at anytime but wo,ul.q have nothing to <br />show for the project and would be out of the funds spent up to the cancellation date. <br /> <br />Councilmember Farber suggested the city contact legislators to change the policy regarding <br />transportation funding for cities and to get the city's money refunded for this Study. <br /> <br />Councilmember Motin stated there should be a mechanism for the city receiving credit for <br />funds they spend on the Study. He further stated concerns with Item 7 in Mn/DOT's letter <br />stating they will not allow future credits for any monies expended by the city. <br /> <br />Councilmember Dietz concurred. <br /> <br />. <br /> <br />Mayor Klinzing concurred and stated she is disappointed Mn/DOT is not willing to give <br />credit to the city in some way. <br /> <br />Councilmember Farber stated the city needs to risk funding this Study in order to get the <br />project nearer to completion. <br /> <br />Councilmember Gumphrey concurred and stated the city needs to work with legislators to <br />get credit for the Study. <br /> <br />Councilmember Motin stated he would be willing to move forward with the Study if <br />Mn/DOT would change the language in their letter. <br /> <br />Mr. Maurer stated he finds it difficult to believe the Mn/DOT Central Office won't give Elk <br />River some credit for completing the Study. He stated a completed geometric study will help <br />the city compete for funds. <br /> <br />Mr. Clark explained how the study would be helpful to the city in future planning decisions <br />such as development/redevelopment along Highway 169. <br /> <br />Councilmember Dietz expressed concern with borrowing MSA funds into the future when <br />the funds could be used for current road needs. He questioned if the $1 million could be <br />paid over time. <br /> <br />. <br /> <br />Mr. Maurer stated the funds may be able to be borrowed interest free from the MSA system <br />and the city would be billed as they use the funds. <br />
