<br />Comprehensive Land <br />Use Amendment <br /> <br />Page 2 <br /> <br />e <br /> <br />For the most part, public parks are allowed in all zoning districts as a <br />permitted use. However, public parks are more commonly found in low and <br />medium density residential areas to be in close proximity to those who use <br />the parks. The reason for bringing this land use plan change and rezoning <br />forward at this time is to accomplish the following: <br /> <br />. To identify land use and zoning that better reflect the intended use of the <br />property. <br />. To provide land use continuity with the balance of Orono Park and the <br />surrounding residential area. <br />. To remove the high density residential land use designation and eliminate <br />a false representation of the amount of high density residential land <br />available in the City. <br /> <br />For more information, please refer to the attached Planning Commission <br />report. <br /> <br />RECOMMENDATION <br /> <br />e <br /> <br />Staff is recommending approval of the following: <br /> <br />A. COMPREHENSIVE LAND USE PLAN AMENDMENT CHANGING <br />THE LAND USE FROM HR (HIGH DENSITY RESIDENTIAL) TO <br />MR (MEDIUM DENSITY RESIDENTIAL) BASED ON THE <br />FOLLOWING: <br /> <br />1. THE LAND USE PLAN CHANGE WILL PROVIDE CONTINUITY <br />WITH THE INTENDED USE AS PARK AND THE EXISTING PARK <br />AREA. <br /> <br />2. THE CITY CURRENTLY HAS A HIGH PERCENTAGE OF MULTI- <br />FAMILY LAND-USE AND IS TRYING TO ACHIEVE AN <br />APPROPRIATE MIX BY INCREASING LOW AND MEDIUM <br />DENSITY RESIDENTIAL LAND USES. <br /> <br />B. REZONING FROM R4 (MULTI- FAMILY RESIDENTIAL) TO RIC <br />(SINGLE- FAMILY RESIDENTIAL) BASED ON THE FOLLOWING <br />FINDINGS: <br /> <br />1. TIMES AND CONDITIONS HAVE CHANGED TO WARRANT THE <br />REZONING FROM MULTI-FAMILY TO SINGLE-FAMILY. <br /> <br />e <br /> <br />comp-cc <br />
