If Outlot A is ever redeveloped in the future, given the size of the lot, a <br />single use which is compatible with Elk Park Center would be a likely candidate. Since <br />the property is zoned PUD, the Planning Commission and City Council will have the <br />opportunity to review whatever proposal is submitted through the conditional use permit <br />process. <br /> <br />On the other hand, Outlot A was not included in any ofthe rezonings for Elk Park Center. <br />The present zoning is R2-B (2-Family Residential) and is not intended to change. As part <br />of updating the comprehensive plan, the Planning Commission and City Council may <br />consider rezoning this outlot to PUD in order to be consistent with the Elk Park Center <br />PUD. In any event, this parcel is the location of the necessary storm drainage pond for <br />Elk Park Center, any future development considerations is highly unlikely. <br /> <br />PARK DEDICATION <br /> <br />e <br /> <br />Based on past practice, divisions which involve an existing house are only required to pay <br />a park dedication fee for newly created lots. Since Lot 1, Block 1 is a residual of Elk <br />Park Center and no new lots are being created, park dedication may be waived in this <br />situation. However, Outlot A will be included as part of the project and, therefore, will <br />be required to pay a park dedication. This plat was submitted to the Park and Rec <br />Commission for their review and consideration and concurred with staff s comments. <br /> <br />RECOMMENDATION <br /> <br />It is recommended that the City Council approve the preliminary plat for Elk Park Center <br />2nd Addition with the following conditions: <br /> <br />1. Outlot A include a drainage and utility easement over the entire lot to coincide <br />with the storm drainage pond. <br /> <br />2. Trunk sanitary sewer and water charge in the amount of $3,800 per acre be paid <br />for Lot 1, Block 1, prior to releasing the plat for recording. <br /> <br />3. All homes within Outlot A shall be removed from the property within three <br />months from the date of City Council action. <br /> <br />e <br />
