Complaints on noise subsided. <br />· Since the 1992 renewal, the drum at the plant was increased from 30 feet <br />in length to 36 feet and its diameter increased from 9 feet to 10 feet. <br />Increasing the size of the drum keeps the burner farther away from the <br />recyclable entry point further reducing odor. <br /> <br />ANALYSIS <br /> <br />e <br /> <br />The Planning Commission reviewed Commercial Asphalt's request for <br />renewal of their permit against the seven standards for a conditional use. <br />They felt that the 14 conditions previously placed on Commercial Asphalt <br />were still needed to ensure compliance with these seven standards. In <br />addition, the Planning Commission felt odor and water quality needed to be <br />further addressed. <br /> <br />ODOR <br /> <br />At the Planning Commission public hearing, testimony centered around odor <br />concerns, which has annoyed a number of adjacent residents. The Planning <br />Commission is recommending Commercial Asphalt be given one more year to <br />try to resolve this issue. Commercial Asphalt hopes to accomplish this by <br />modifying the operational procedures at their plant (reducing the amount of <br />recycled asphalt which contributes to odor when their is a weather inversion <br />or the wind is in the direction of the adjacent residents, raising the stack <br />height of their plant, etc.). If changes to the operational procedures are <br />unsuccessful at reducing odor complaints, Commercial Asphalt may consider <br />changing their plant to newer more state of the art equipment. <br /> <br />The Planning Commission felt that the particulars of how Commercial <br />Asphalt accomplishes the reduction of odor should be left to them. They will <br />review Commercial Asphalt's progress in June of 1994. If Commercial <br />Asphalt is unsuccessful in reducing odor, the Planning Commission is <br />recommending that they do not receive renewal of this permit in 1995 to <br />operate in their current location. <br /> <br />e <br /> <br />cc-aspha.council <br />
