Prepared by Scott Clark Reviewed by Introduction Rivers Edge is requesting Council approval for a downtown block part to be held on Saturday, August 26, 2006 from 3:00 p.m. to 12:00 a.m. This event would be held in conjunction with a sidewalk sale and the overall purpose of the event is to bring visibility to the downtown area. The anticipated attendance is 250 to 350 for the dance and band event which will be staged in the north end of Rivers Edge Commons (the Parks and Recreation Commission granted approval of the same on August 9,2006). At this time, it has been planned to have a snow fence boundary for the dance area and the other downtown restaurants will have the ability to sell their wares outside of their stores as part of the sidewalk sale. Based on having a specific dance area, were liquor is being served, and then having other food outside of the fence area, allows for family activities especially during late afternoon and/or early evening. All pertinent staff members have reviewed the event and consulted with Rivers Edge coordinator, Fred McCoy. The City's HRA has agreed that as part of the downtown marketing efforts they will contribute $2,000 towards the event which will cover the costs of police security, street crew sign set-up, street cleaning and portable sanitation. Discussion Based on internal discussions staff is recommending approval of the event based on: 1) Adequate police security as approved by Chief Behan (at this time the Chief anticipates two full time officers in addition to reserves). 2) Main Street and Jackson will be closed from Saturday starting at 3:00 p.m. until Sunday at 6:30 a.m. Closure signs will be posted at Parrish and Main, Jackson Street at Highway 10 and Main Street easterly of the alley that is behind the Brick Block. 3) Street crews will provide final clean-up but petitioner shall have adequate garbage containers to handle the majority of waste. 4) Five portable sanitation units 5) Securing permission from the owners of the alley located on the east side of the Sunshine Depot to close off the same. 6) On Monday petitioner shall be responsible for properly securing access and cleaning any garbage located in the adjacent construction sites. 7) A certificate of insurance indicating that the applicant has a policy of public liability insurance in the amount of $1,000,000 must be provided to the City of Elk River 10 days prior to the event. 8) Securing approval from the City Council for outside liquor license extensions for any business that plans sell on the street.
