<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Consent Au st 14,2006 <br />Item Description <br />Consider Rivers Ed e Downtown Block P <br /> <br />Item Number <br />3.1. <br />Prepared by <br />Scott Clark <br />Reviewed by <br /> <br /> <br />Introduction <br />Rivers Edge is requesting Council approval for a downtown block part to be held on Saturday, August 26, <br />2006 from 3:00 p.m. to 12:00 a.m. This event would be held in conjunction with a sidewalk sale and the <br />overall purpose of the event is to bring visibility to the downtown area. The anticipated attendance is 250 <br />to 350 for the dance and band event which will be staged in the north end of Rivers Edge Commons (the <br />Parks and Recreation Commission granted approval of the same on August 9,2006). At this time, it has <br />been planned to have a snow fence boundary for the dance area and the other downtown restaurants will <br />have the ability to sell their wares outside of their stores as part of the sidewalk sale. Based on having a <br />specific dance area, were liquor is being served, and then having other food outside of the fence area, <br />allows for family activities especially during late afternoon and/or early evening. All pertinent staff <br />members have reviewed the event and consulted with Rivers Edge coordinator, Fred McCoy. The City's <br />HRA has agreed that as part of the downtown marketing efforts they will contribute $2,000 towards the <br />event which will cover the costs of police security, street crew sign set-up, street cleaning and portable <br />sanitation. <br /> <br />Discussion <br />Based on internal discussions staff is recommending approval of the event based on: <br /> <br />1) Adequate police security as approved by Chief Behan (at this time the Chief anticipates two <br />full time officers in addition to reserves). <br />2) Main Street and Jackson will be closed from Saturday starting at 3:00 p.m. until Sunday at <br />6:30 a.m. Closure signs will be posted at Parrish and Main, Jackson Street at Highway 10 and <br />Main Street easterly of the alley that is behind the Brick Block. <br />3) Street crews will provide final clean-up but petitioner shall have adequate garbage containers <br />to handle the majority of waste. <br />4) Five portable sanitation units <br />5) Securing permission from the owners of the alley located on the east side of the Sunshine <br />Depot to close off the same. <br />6) On Monday petitioner shall be responsible for properly securing access and cleaning any <br />garbage located in the adjacent construction sites. <br />7) A certificate of insurance indicating that the applicant has a policy of public liability <br />insurance in the amount of $1,000,000 must be provided to the City of Elk River 10 days <br />prior to the event. <br />8) Securing approval from the City Council for outside liquor license extensions for any <br />business that plans sell on the street. <br />
