<br />y'. \' <br /> <br />".... <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Hans Erdman <br /> <br />FROM: <br /> <br />Ross Demant, Recreation Coordinator <br /> <br />DATE: <br /> <br />August 2nd, 2006 <br /> <br />SUBJECT: <br /> <br />National Mountain Bike Patrol <br /> <br />The City of Elk River would like to grant the request from the National Mountain Bike Patrol (NMBP) <br />to patrol Hillside Park in Elk River. In exchange for patrolling Hillside Park, NMBP members who are <br />patrolling Hillside Park will be given a free season pass each year they patrol. <br /> <br />To stay within good standing with the City of Elk River the NMBP will provide the following service: <br /> <br />1. Work with the City of Elk River to identify appropriate partnership opportunities (trail projects, <br />education programs, and patrols at other community events) and jointly pursue such projects in <br />conjunction with the mountain biking community and the City of Elk River. <br />2. Provide technical assistance to land managers and communities involved with projects, <br />educational activities, patrols and mountain biking activities. <br />3. Provide training and instruction to members regarding "Rules of the Trail", and "Tread Lightly!" <br />ethics programs. <br />4. Provide technical expertise to the City of Elk River to address mountain bike management at <br />Hillside Park. <br />5. Maintain as appropriate, National or equivalent certifications for First Aid, and CPR. <br />6. Offer basic mechanical assistance as needed to fellow bicyclists. <br />7. Encourage safe and courteous trail use and responsible bicycling. <br />8. Serve as ambassadors for the sport of mountain biking and encourage cooperation with all park <br />users. <br />9. Members will not attempt to enforce any local. state or federal laws while on patrol at <br />Hillside Park. Patrollers are encouraged to carry cellular phones while on patrol and contact <br />local officials of any accidents or unusual occurrences noted while on patrol. All enforcement <br />and follow-up action will be made Elk River law enforcement officials. Nothing in this section <br />shall prohibit law enforcement and parks and recreation officials from providing information to <br />the BPT of activities and/or problems that they would like patrollers to be aware of. <br />10. Bike Patrol personnel will be readily identified as such with approved patches, shirts or NMBP <br />Jerseys. <br />11. Members of the bike patrol will be identified to the City of Elk River and mutually agreed upon <br />to serve in such a capacity. <br />
