<br />e · When the final design was approved by MnDOT, it showed the 72 inch <br />pipe starting at 5260 not flowing into the existing 60 inch culvert at 5253, <br />but flowing directly into the pond and being a separate drainage system. <br /> <br />. Once this design decision had been made, MnDOT further indicated that <br />it had no need to do any drainage improvements between 5250 and 5254. <br /> <br />. However, the City did have some drainage improvements that still needed <br />to be done between 5250 and 5253 in order to accommodate our drainage <br />flow from the Main and Evans project. <br /> <br />. In this regard, the City is proposing to replace all of the pipe between <br />5250 and 5253 to be a new 60 inch pipe to accommodate our drainage <br />needs. Again, there is an existing 60 inch pipe between 5253 and 5254 <br />that this City 60 inch pipe would flow into. <br /> <br />. Of all the water that flows into 5250, it is estimated that the City is <br />responsible for about 64% of this water and the MnDOT roadway system <br />is responsible for about 36% of the water. <br /> <br />e <br /> <br />. Of all the water flowing into the 72 inch pipe at 5260, it is estimated that <br />about 93% of this water comes from the City and about 7% comes from the <br />MnDOT roadway. <br /> <br />MnDOT works with only one drainage percentage on its projects and when <br />you combine all of the water from the City flowing into these pipes versus all <br />of the water flowing from the MnDOT roadway into these pipes, it is <br />calculated that 84% of the water is generated by the City and, therefore, this <br />is the percentage of the project that the City is being asked to finance. When <br />the MnDOT Agreement was originally submitted, I raised a number of <br />questions regarding the appropriateness of this 60 inch pipe part of the <br />project and the City paying 84% of this amount. Over the past ten days, I <br />have ultimately been convinced that the City needs the project and is getting <br />a good financial package. Accordingly, it is recommended that this <br />Agreement be approved as presented and that the City be responsible for <br />approximately $413,000 worth of drainage improvements. <br /> <br />e <br />
