The inspection <br />process, no matter if it is for evidence of legal compliance <br />with a code or to make nonbinding fire safety recommendations, <br />is a search for unsafe conditions which must be on a continual <br />and regular basis. This is necessary because unsafe fire <br />conditions are caused by environmental and human behavior. <br />Environmental causes, such as hazardous products and <br />deterioration of building causes hazards to life and property <br />when fire occurs. Human behavior accounts for a large <br />percentage of unsafe conditions such as obstruction of exits, <br />smoke alarms inoperative, fire doors blocked open, storage of <br />materials in unsafe locations, and the list goes on and on. <br />Some of this can be reduced by regular fire safety inspections <br />and fire prevention education. I feel the City has grown to <br />the point where the prevention bureau program has become a <br />justifiable expense for the fire safety program in' our City. I <br />will try to outline the duties of a fire marshal's position. <br /> <br />The fire priority of a fire marshal would be inspections of <br />apartment complexes, rental units, industrial facilities, <br />business, daycare and group homes when acceptable, also <br />answering fire safety complaints. Our intent for this position <br />is not to put somebody out of business or make it a financial <br />hardship, but to work with them in ma~ing their facilities a <br />safer place to work and live in. As time permits (first year <br />or two), the person in this position would be expected to <br />assist in equipment, truck and station maintenance, they would <br />work with a training officer on education and drills for our <br />firefighters, work on public education in fire prevention, and <br />be a firefighter in our department. I would like your serious <br />consideration on making this a full time position within our <br />department's structure.
