<br />. <br /> <br />Earlier this year the Fire Chief developed an inspection compliance procedure so that the <br />inspection program will be consistent and treat all business owners in a similar fashion. <br />This Elk River compliance procedure form is attached for your review. The City of <br />Coon Rapids standard operating procedures form was used as a guide in the development <br />of this Elk River form. An important part of this Elk River form is the identification of <br />the occupancy categories listed at the bottom. It should be noted that these occupancy <br />categories are listed in the Fire Chiefs priority order. The inspection of all the structures <br />in the first category would take place prior to the inspector moving to all the structures in <br />the second category, etc. This priority list is subject to City Council review and it is the <br />City Council's discretion to adjust these priorities. <br /> <br />The seven occupancies categories listed in this Elk River code compliance form indicates <br />a comprehensive City wide inspection program. This goes beyond the 1/3/94 direction <br />from the City Council. A program of this magnitude, would merit serious consideration <br />from the City Council for additional personnel. <br /> <br />WORK REMAINING TO BE DONE <br /> <br />e <br /> <br />Currently, the Fire Chief is working on identifying of all the structures in each of the <br />occupancy categories listed in the code compliance form. Information has been obtained <br />(by legal description) from the County Assessors Office which identifies 428 parcels of <br />property in the listed occupancy categories. The Building Department staff has a list of <br />apartment buildings for the Chief s reference and other staff members have information <br />regarding commercial and industrial establishments within the community. Additionally, <br />the Chamber of Commerce has been of great assistant in providing information on <br />commercial and industrial facilities. Information from all these sources is currently being <br />compiled into one comprehensive list of facilities that require inspections. This task is <br />not yet completed, and will still take some time to finalize. <br /> <br />Additional work that is needed for the inspections program include analyzing the type of <br />ordinance that would need to be adopted so that the inspections program can be <br />enforceable. The City of Crystal ordinance and some information from the State on this <br />issue is attached. The adoption of an ordinance and the implementation of a program will <br />need City attorney review and input. This work is not yet completed. <br /> <br />e <br /> <br />Progress has been made toward the development of a fire inspection and prevention <br />program, but we are not quite ready for this program to happen in Elk River at this time. <br />Items that need to be addressed include the development of a list of establishments that <br />will need to be inspected, and approval of an ordinance which allows for the <br />implementation of an inspections program. Once these steps have been taken. the City <br />Council will need to finalize its decision on the scope of the program. priorities of the <br />program. and the staffing necessary for the program. <br />
