<br />~ <br /> <br />Page 2 <br /> <br />Paul Krause, CUP <br />December 28, 1993 <br /> <br />e <br /> <br />The existing parking lot for the golf course is currently <br />unimproved and does not meet City code. Staff recommends Mr. <br />Krause bring the existing parking lot up to City standards over <br />the next 3 years. This would include bituminous surfacing, <br />striping, and meeting the required 10 foot parking lot setback <br />from property lines. <br /> <br />ZONING <br /> <br />The zoning of this parcel is Rlc to the south and PUD to the <br />north. Normally, zoning district boundaries fall on existing <br />lot lines however, this parcel is split by two different zoning <br />districts. The Rlc zoning district allows golf courses as a <br />conditional use. Since the driving range is considered a <br />temporary use, it is staff's interpretation that this use could <br />fall under the Rlc parameters until this area is developed. <br />Staff is recommending this conditional use permit be reviewed <br />on a 2 year basis to ensure that this land use is compatible <br />with the comprehensive plan and development within the area at <br />the time of review. <br /> <br />LANDSCAPING <br /> <br />Since the driving range is scheduled to be a temporary use, it <br />is staff's interpretation that the landscaping ordinance can be <br />waived. Landscaping will be addressed once this site is <br />permanently developed. <br /> <br />e <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of the conditional use permit <br />request by Paul Krause for a temporary golf driving range with <br />the following conditions: <br /> <br />1. THE DRIVING RANGE BE LIMITED TO 15 TEE STALLS, UNLESS <br />ADDITIONAL PARKING IS PROVIDED. <br /> <br />2. HOURS OF THE DRIVING RANGE BE CONSISTENT WITH THAT OF <br />THE GOLF COURSE. <br /> <br />3. THE EXISTING PARKING LOT OF THE GOLF COURSE BE <br />UPGRADED TO MEET EXISTING CODE REQUIREMENTS <br />(BITUMINOUS SURFACING, STRIPING, SETBACKS) WITHIN A <br />THREE YEAR TIME PERIOD. A PLAN SHALL BE SUBMITTED TO <br />THE CITY ILLUSTRATING THE THREE PHASES OF IMPROVEMENT <br />AND WHEN THOSE WILL BE COMPLETED. <br /> <br />4. THIS USE BE REVIEWED ON A TWO YEAR BASIS TO ENSURE <br />COMPATIBILITY WITH THE COMPREHENSIVE PLAN AND <br />SURROUNDING DEVELOPMENT ACTIVITY. <br /> <br />e <br />
