This situation will be followed-up by <br />testing on March 1, 1994, to prove whether or not <br />of these filters aided in dust collection. <br /> <br />TRANSFER OF PERMIT <br /> <br />NSP is proposing that NRG, Inc., a wholly owned subsidiary of <br />NSP, takes over the operations of the RDF processing facility. <br />Representatives from NSP/NRG can explain their need to do this <br />at Tuesday night's meeting. Staff was concerned with losing <br />NSP as the ultimate party responsible for the operations of the <br />facility. NSP/NRG is proposing to alleviate staff's concerns <br />by having NSP co-sign the City's permit, indicating that they <br />will ultimately stand behind the operations at the plant. <br /> <br />NSP has offered to provide a tour of their facility for the <br />City Council and Planning Commission. Staff will arrange an <br />appropriate time. <br /> <br />RECOMMENDATION <br /> <br />City staff has had a good relationship working with NSP and has <br />found them very cooperative. Staff has no problem recommending <br />approval of a two year renewal of NSP's solid waste license and <br />conditional use permit to operate a solid waste facility. The <br />Planning Commission concurred with staff under the following <br />conditions: <br /> <br />1. THE CITY ENGINEER CONTINUES TO MONITOR TRAFFIC ISSUES <br />ASSOCIATED WITH NSP'S PLANT AND CHANGES TO ROADS <br />AND/OR PLANT OPERATIONS ARE ORDERED IN THE FUTURE, IF <br />WARRANTED. <br /> <br />2. THE POTABLE WATER ISSUE (LEAD) IS RESOLVED TO STAFF'S <br />SATISFACTION. This condition does not take an <br />amendment to NSP's permits. <br /> <br />3. NSP'S DUST COLLECTION SYSTEM MEET STATE PERFORMANCE <br />STANDARDS. This condition does not take an amendment <br />to NSP's permits. <br /> <br />4. <br /> <br />NRG BE NAMED <br />AND CONDITIONAL <br />PERMITS. <br /> <br />AS THE PERMITEE ON THE CITY'S LICENSE <br />USE PERMIT, BUT NSP CO-SIGNS THE <br />
