ACH, CITY PLANNE~ <br /> <br />DATE: JANUARY 18, 1994 <br /> <br />SUBJECT: PLANNING FEES <br /> <br />To help evaluate whether the City needs to adjust the existing <br />planning fees, a survey was completed to see how Elk River <br />compares to other communities. In making this comparison, it <br />is important to recognize what neighboring communities charge <br />for their planning fees, however, it is equally important to <br />make a comparison with communities with similar characteristics <br />and development activity. <br /> <br />Therefore, communities such as Coon Rapids, Champlin, Lino <br />Lakes, and Monticello, may be a better comparison as opposed to <br />Anoka, Dayton, or Otsego where development is not on a par with <br />Elk River. Regardless, it is worthwhile to recognize the range <br />in fees communities charge for planning applications to see how <br />Elk River compares to other communities. <br /> <br />tit <br /> <br />Towards the bottom of the survey, Elk River's existing planning <br />fees are listed along with an average fee for the communities <br />surveyed. Applying the average as a benchmark and objectively <br />looking at comparable communities, the proposed fee structure <br />was derived. <br /> <br />Staff believes the proposed fees are fair, competitive with <br />similar communities, and will have no detrimental affects on <br />development activity. Therefore, it is recommended the City <br />Council consider increasing the planning fees as presented. <br /> <br />Lastly, it is worth noting that the fees listed in the survey <br />are 1993 fees. Several communities did indicate that they are <br />planning on increasing their fees for 1994. <br /> <br />tit <br /> <br />P.O.
