ACH, CITY PLANNER~~ TO: DATE: JANUARY 17, 1994 SUBJECT: PROPOSED DEVELOPMENT FOR THE EARL HOHLEN PROPERTY (ELK RIVER CROSSING) The developers of Earl Hohlen's property have offered to make a brief presentation to the Planning Commission and City Council. The purpose behind this meeting is to provide an opportunity for the developers to introduce themselves and give a brief overview of their concept plans of how Mr. Hohlen's property can be developed. e Staff has reviewed concept plans submitted by the developers approximately two months ago and have responded with a laundry list of "big picture" items that need to be addressed as part of this project. Issues such as wetlands, traffic, storm drainage, MnDot and County highway approvals, utility extensions, planning applications, and project design were all emphasized in the letter. Needless to say, the issues are comparable to the Elk Park Center project, which can be overcome with the proper planning process. The developers are not expecting any action to be taken by the Planning Commission or City Council, nor does staff have a recommendation at this point. This meeting is strictly informational to keep the Planning Commission and City Council advised to the players involved and the scope of a project that will have a dramatic facelift for the Main Streett Highway 169 area. Lastly, the developers have submitted planning applications (rezoning, land use plan amendment, preliminary plat, and conditional use permit) to the City for the proposed project. However, upon review, additional information is needed to qualify as a complete application. If the proposed project proceeds forward, the Planning Commission and City Council can possibly expect to see this in three to four months. . P.O.
